Description
Return the hydrological year as an
integer given a date or
timestamp. The hydrological year begins
November 1 and ends October 31. The number associated
with a hydrological year is the calendar year in which the
majority of the hydrological year falls, the calendar year
of the October 31 at the end of the hydrological
year.
