[Babase] OpenOffice & 1904 dates

Hi,

I just tried setting the date format to 1900 and OpenOffice
does remember the setting the next time the program is started.
(You'd have to confirm this on MS Windows and the Mac but I wouldn't
expect any differences.  While you're there, you'd need to set
the default "save format" to be MS Excel.)

(Honestly, I hold out little hope for solving this in Excel because
it's exactly the sort of thing Microsoft does to discourage
use of anything but MS Windows.  Maybe I'm too cynical
but somebody _decided_ to make Excel forget the setting,
just like they decided to have Excel always convert your
document to the latest Excel format unless you explicity
request otherwise.)

It's not like people would _have_ to use OpenOffice, but if
they don't they'd have to do whatever's necessary to get the
'base date' set properly.  We don't have to come up with
a "one size fits all" solution, just one that works constently.
