I can't help here at all.  Our documentation is still piecemeal on

These are geographically the same station ..they gauges are just feet 
apart as I understand it...so I'm worried that my coding doesn't really 
capture the correct difference.  Karl doesn't have a column for 
instrument # (and really we need one, except possible in this case...?)
