[Babase] REPSTATS says cycling but there are no CYCSTATS

It's elaborating. In theory, you can have a female with 2 gaps
at any point in their life, and no CYCPOINTS in period of
observation between the 2 gaps. But, because there are two
gaps, the earlier gap has an end-of-gap in CYCGAPS. That
means there's a cycle state in the end-of-gap that starts
out the period of observation. So there's no need for
CYCPOINTS, there is a cycle state to use in CYCSTATS.
So, the only time you're under observation but don't have
a end-of-gap is before all your gaps. If you've a ON
sexual maturity date then you must have a Tdate to go with
it so you've got a CYCPOINTS row to give state to CYCSTATS.
But if you've a BY sexual maturity date there does not need
to be any CYCPOINTS. Then, CYCSTATS goes away because there's
no indication of what to do.
So, I don't know how much of this to explain in the docs, or
how to do it clearly. Feel like rewriting this for the
CAUTION text? :)

I think you're right about this and a warning is the way to go.

Yes. It's always easy to avoid by messing around with the gaps
of the individual females. That might be the way to keep
REPSTATS and CYCSTATS "in sync" on this.
