Yes, every DEMOG row needs a CENSUS row. (As you noted,
updemog does this for you. In the new system you'll use
my upload program and upload into the CENSUS_DEMOG view
and that will do it for you.) In this case we really
want it because it has a Cen of 1 (true), there was a census
and the individual was marked absent. (But the status becomes
D because there's also a demography note, so they're not
really absent they wind up in the group in MEMBERS.)
