It means that tla does not know what to do with that file, so it won't
let you commit.  (To add it to the archive you'd do a 'tla add
babase_system_html', but we don't want it in the archive!)
I (or I suppose you) can add that file (directory?) to the ignore list
by marking it precious in .arch-inventory.  (Precious means
keep it around in the tree but don't put it in the archive.)
But in the mean time
if you delete the file you'll be able to commit and then
just make it again if you want it.
