[Babase] Important update to Ranker Tweaking

I hopped on the wiki and re-downloaded ranker. I first tried overwriting 
a ranking over the a ranking previously entered, and did not get a 
special 'confirmation' message. I then tried it in babase_test with a 
month that didn't already have rankings saved, and I got the message. 
Does this message only come up when you are saving a new ranking, not 
overwriting an old one?  If so, I think that is ok, since we are getting 
stopped anyway on the 'overwrite'. I just wanted to confirm that this is 
the case.
