[Babase] Babase SAMPLES that's not converting

I figured out what was wrong with these samples. For the 1999/12 ones I 
was missing half of the data for that month (bizarre). The sname had 
been corrected in babase for the errors with sname WRA. In the psion 
file they had been listed as WRR. The 2001/06 folder had extra quotation 
marks on everything. That must have caused an error in picking out the 
information. I am transferring the PSION data again. In theory there 
should be no further errors. When this is complete I will do a spot 
check of the new samples table to see if the codes are correct.
