[Babase] REPSTATS says cycling but there are no CYCSTATS

Hi Karl,
Trying to pick-up the train of thought on this review of the CYCSTATS
documentation wasn't so easy. I can't remember exactly what started us
on the discussion below, but I think I follow your logic and agree with
both (1) what the documentation is describing, and (2) how the database
itself is handling these scenarios.
Just wanted to let you know that (this was one of the topics I promised
to get back to you on after our call on Friday).
