[Babase] Censusing and male dispersal dates

Note that the rule we came up with vis male
dispersal dates in our last phone conversation
to support the practice of assigning the dispersal
date to be between the last date censued in the
group and the next censued absence from the group
gives us yet another reason (in addition to
the interpolation that can occur after the statdate)
of recording at least one absence in the census
data after the individual leaves the group.

(*whew*)

This comment is mostly for Tabby.  In the past,
particularly around the transition from one month
to the next, when an individual was absent from the
group forever-after the absence was not recorded
in Babase.  This data entry practice skewed the
results of interpolation at end-of-month and will
mess with the dispersal date checking too.
