[Babase] Correcting Census/Members Old-style Rows

Oops - I'm sorry.  TIT's rows in Census and Members only through October 
1989 (I had written 1999 in my first email).  So the old-style rows are 
going to be an issue.

Karl, any thoughts considering that correction?
