[Babase] Re: Error message with upcen when adding skipped census data

I recall, and recall knowing what the problem was
and not really wanting to fix it but don't recall
any more.  I think it had to do with foxpro's
interpolation, which did not like having rows that show
up before somebody's birthdate when the somebody
already has census rows in the system?  Maybe?

Meantime, let's not do something until we have to,
by which time we should be on the new system.

I'm writing to the list so it gets archived.
