[Babase] demog_census null status error seems fixed

Karl:  I used the upload program to get a demog note on SHO into 
demog_census.  Your fix worked.  SHO has a different reference and grp 
number and was not part of any regular group, but the upload went fine.

One annoying thing:  If I successfully upload a file into babase_test 
first, then try to upload the same file into babase, I get the error 
message:

Upload aborted. A file with this name was just successfully loaded into 
the database.

I have to logout and restart the program to be able to upload a file 
with the same name.  If this is an easy fix, it would be nice to have it 
recognize that I'm using two different databases so it doesn't complain 
to me, but don't go to any trouble over it.
