[Babase] Cell phone signal boosters

Thanks Karl, this is very helpful. Especially knowing that the price  
is more reasonable than I had been led to expect.  I will talk with  
the cell phone signal guy in Kenya and try to get something in place– 
my intuition is that doing it within the country, with their help,  
maybe our best option.
