[Babase] planning for Babase demog update

Karl,
I think we miscommunicated, dates from 11-1993 to 09-1999 (sorry i
said 1994-1998) will already all be entered on the first. but before
11-1993 and after sept 1999 through dec 2005, everything with the
exception of Psion should be forced to the first. Right? I'm sorry if
I communicated that unclearly over the phone.
