[Babase] Procedures for Incomplete Censuses

Hi all,

I was looking at the May 1999 census sheets for Dotty's group and 
noticed that 5 May 1999 was an incomplete census day.  Out of curiosity, 
I checked the Members and Census tables in BaBase to see what had been 
updated.  No census data was entered, even for the positive presences (I 
wouldn't expect to see any confirmed absences).  Consequently, all rows 
in the Members table were interpolated for that day.

It doesn't seem like we have the trouble of incomplete censuses in the 
more recent data that I've been entering, but even if we did we would 
have demography notes as one method for getting the presences entered. 
I was wondering if anyone knew what the protocols used to be and if 
there was a reason why the confirmed presences hadn't been put into 
BaBase.  In other words, isn't the lack of any census info in BaBase for 
5 May 1999 a problem that I should correct?
