[Babase] conversion v18

I think the main concern for me being baboon friendly is the census
files right? Which we'll discuss tuesday?
In other news, I just tried to become baboon friendly again, and I seem
to have gotten through most of the steps... and it says I am baboon
friendly and shows the baboon picture... however when I try to run a
dumptext, it says it cannot find the tables, Acts etc... so there must
be something I am doing wrong.. and as far as I can tell the only stage
I'm "skipping" is "Install the Babase folders which are found in
z:\babase\DATA\PROGRAMS
because I can't figure out how to "install" other than to just change
the directories, so I'm stumped.
