Yes, that's the crux of it. 
Turning them into demog notes will be a little laborious...but less so 
than entering the 1200 incomplete census records from 07b :)

We agree that the records are important to capture and integrate into 
census data.  The question for Jeanne and Susan is how quickly do we 
need access to these records as census data?  Immediate access argues 
for doing them as demog notes now.  Otherwise we can wait until we 
structure a "collar check" -type table.

We can discuss during the Weds conference call if you like.  I can work 
on other aspects of the demog update until then.
