[Babase] 0.5 sexskin measurements

Ok, this is done.

Special rules regarding 0.5 are as documented
on the SEXSKINS table.  (Presently _not_ allowed
before the Mdate, but _are_ allowed before the Tdate;
and the swelling can go from 0.5 to 0 before the Tdate
as well.  (But not from 1 or larger down to 0 before the
Tdate, as always.))
