Recall, the immediate need is that blanks are "the same" as zeros,
and will be converted to zeros in the new db. So the problem is
that we will no longer be able to tell the difference between
those presently coded as blank and those coded as zero.
A temporary solution would be to code the blanks as something else
and have "2 kinds of zero bstatus." Can't say this would be
the best approach but wanted to mention it.
