You can now connect straight to papio.biology.duke.edu by contacting
the IP number: 172.16.3.1

You can start by pinging that IP number. Hunter asked me to turn off
ssh access to 172.16.3.1, but other than that you should be
able to do anything the Internet allows. (Note that papio
is not routing packets!)

Postgresql listens on port 5432, the standard IANA registred
Postgresql port. It talks version 3.0 (Postgresql 7.4 and newer)
of the postgresql protocol. This is usually implimented on
the client using the libpq library and available from the
command line with the psql command. I'm sure there's some
sort of java libpq implimentation or interface to the C
libpq library. The java stuff is up to you, there could
be a more generic java library on top of the lower-level
postgresql one that you want to use.
