Well, we always had the ability to "code" maturity dates.  In
foxpro they were coded "E" for estimated, or not at all.
After rethinking, particularly in light of repstats, cycstats,
and various integrity rules introduced in the new system
and I can't remember what-all regarding males
it made more sense to have "By" rather than "Estimated".

So, yes and no.  The data semantics are changing and "On"
is now encoded into programs and has meaning whereas before
there was no meaning to maturity statuses as far as the
system went.
