The standard human interface rule of thumb for menus
is not to put more than 7 items on a page. After that
you do sub-menus etc.
I think all the programs and the misc links need to
go on the data managers page, because the user's arn't
going to need them. PPA (and perhaps wwwdiff and upload)
are the exceptions. It's supposedly bad to have the
same thing linked from more than one page, but I think
we could break the rule and get away with it and have
all the programs available to the database maintainers
and have a subset on the user's page.
