I don't know.  That's more of a Jeanne and Susan question.
I recall having the discussion when we setup the rules
but don't remember the details.

(I'd prefer to have all discussion
on the list so I can see how the system's used and what
problems come up and so that anybody else who's got 
insight can chime in.)

Maybe the rules should be re-considered?  Or maybe not.

I could always throw a footnote in documenting why the rules
are the way they are, once I know.  I don't suppose there's
any hints in the docs?
