Well, the comments are on rows with no data that basically should
not be there.  And the specific comments in question seem to be
ones where the same comment has been slapped onto a range of rows.
Appending a comment onto the end of an identical comment
in a subsequent row seems like a comment that "shouldn't be
there".

If you get rid of either one of the identical comments, or
the "extra" row, in the original file then the redundancy
disappears from the result.
