Please double check the new documentation to be sure this is
clear and correct -- The only time you put a D status in the
census row is when there is no "existing" census, that is,
when the census row exists only to support a demography note.
Otherwise, you can add a DEMOG row to any existing census
row and just leave the census row alone.
