[Babase] Program for inserting census rows

Hi Karl,

Fantastic news - I just tried the new program it looks like it works 
great!  To proof it, I did the following:

1.  Check that the correct number of rows were added CENSUS
2.  Query for the added rows in the updated CENSUS table
3.  Check that the cenids were assigned correctly

Unless you can think of anything else to check, I say we're all set.
