[Babase] babase_test is temporarly down

Ok. Looks like the change works. However, I've simply
made up dates for GROUPS.Permanent. My dates are
based on the _later_ of the first date the group was
ranked and the last date the parent group was ranked.
Or, if there's no parent group, the start date of the
group. Or, if there's no start date then 1950-02-23.
I don't know that these dates are right, they're
chosen to get the data to go in. Of course, if there's
a bad RANKS.Rnkdate in the data then we don't _want_ it
to go in so somebody (named Jeanne?) needs to review this.
Permanent pretty much means that the supergroup/parent is
not ranked any more (or at least that the individuals
all ranked in the supergroup are censused in the
supergroup and not (just) in some fission group.)
Here's what I've got hardcoded into the conversion
program. If it needs changing then I'll fiddle
with the code:

I'm re-running the conversion with these
values. It should be done by early tommorrow morning.
The new results will be in:
/biology/groups/babase/errors/loadscript_v9
/biology/groups/babase/errors/errors_v9
Also note I've not done the conversion of the
latest data into the babase database yet.
