The only other thing to think through is what all of this has to
do with data entry dates.  Obviously if you defer entering birth
dates there will be an impact on what goes with what cycle.
(Which has nothing to do with this particular change, but
has to do with the changes we've been making.)

I don't think there's really anything new here, but I've not
thought it through.  The people who actually use the data
at the "end of time", and the people who do the data entry
are probably the ones who need to figure out the implications.
