When I did the initial design I figured that the system itself
would be the only 'person' updating the table. It's not been adjusted
for not having the table automatically update.

Yes.
See also the SQL TRUNCATE command. But note that it's super
dangerous because it bypasses all the built-in validation rules
and automatic updating I've added to the database. In this case
I think it'd be safe to use.... In any case TRUNCATE is
handy because it's super-fast, so you might have occasion
to want to use it.
