[Babase] Wiki clean-up

THanks Lacey, this is very helpful. I think that the order of links
on the page should be:
Main Menu
Using Babase
Documentation
Programs
Data Management tasks
Status of datasets
Misc links
The status of datasets should be a header like all the others with a
link to a different page.
Let's just go ahead and do this and if there are objections we can
always undo.
