[Babase] Procedures for Incomplete Censuses

Hi all,

As you can see I am slowly going through old emails and trying to 
catch up but things are still a bit sketchy in that dept so forgive 
if I respond to outdated issues that don't need response. Also please 
do send me again anything that I need to give input on but haven't 
yet.

Regarding Catherine's below, I can't see that anyone has responded so I will:

I don't know what the practice used to be but it does seem to me that 
this information should be put in as confirmed presence. In other 
words I agree with you that lack of census info in babase for 5 may 
99 is a mistake. Have you checked more than this one incomplete 
census? is this how they are generally treated?
