Yes, putting a demog note in for an individual makes them present
on that day.  Right now there is no provision for having
a demography note for an absent individual.  If we
want to do that I could make some changes.

One way around this is to mark them absent (A) in
CENSUS on that day, but _not_ mark the census row
CEN column TRUE, so it'd be a census row that's
_not_ there because of a census.  Right now,
when a demography note goes in and there's an
absence recorded in census, the demography note
changes the absence to a D, indicating presence
due to demography note.  It could check the CEN
column and only make the change when the CENSUS
row was input as part of a census.  That way you
could manually put an 'A' in and it would "stick"
when you put a demography note in.  (We'd also
have to have the manual "A" automatically removed
when the demography note was removed -- I think.)
