[Babase] New upload programs available for testing

I got errors.  First I got a whole bunch of errors on census for every date
Burundi was listed, which is when I said, duh, he was born in July and needs
to be entered into biograph first.  Then when I tried to upload him to
biograph the first time I got an error too because I didn't have a birth and
stat date (since Jeanne hasn't assigned one yet) so I made up a reasonable
one and tried again.  Then everything worked.  I think it took about the
same amount of time to run each upload whether errors were generated or not.

Because the error handling is what has changed it
would be a good idea to run tests that generate
errors.
