It seems these are missing from the latest (development) ppa version.

You run the PG export/download/upload (actually termed dump and
restore) from the Unix prompt on papio, so it's in a separate section
of the pg docs.  (Section VI.II Reference, Client Applications)

(I look up almost everything in Section VI Reference.)

FYI, you might want to glance at the psql Unix command there.
It's handy.
