The rule is that you can be a neighbor after your Statdate
so long as you're alive. I don't know why we have this
particular rule; I guess that it's so emigrant
males can show up elsewhere and be a neighbor.
If this does not make sense or if somebody can
come up with a better rule then we should change the
rule.
After reading the thread so far it sounds like there's
data that should not be there and it would be nice to
have a rule that checks for the problem data.
