[Babase] Reconverting the babase_test database

Hi,

I've (probably) fixed a bug in the interpolation procedure
described as follows:

--   Interp is broken.  If the last interpolating census
--   is removed and there are prior non-interpolating locating
--   census rows and the individual is alive then the
--   statdate is not updated to be the last locating census date.

Which has to do with deleting census rows and having only
'old style/Susan' census rows left.  Not a common occurance.

To test my fix I'm re-converting the babase_test database.
It will empty and re-fill.

Results will be in the usual spot as ..._v11.

The errors should be slightly different because I've also
fixed a bug that was reporting agonism/grooming
first-of-the-month errors for psion data.

I'm still waiting on a resolution regarding agonisim/grooming
first-of-the-month before running a final, hopefully error
free, conversion.  Maybe the new errors will help?
