[Babase] Fwd: Demog note index/content revamp

Thanks Niki, this is very helpful. I have copied this to the babase
mailing list because I think it's good to have it archived.
I think this is a good candidate for our babase meeting. I think it
will be easy to discuss there and hard to discuss until we are all
sitting together. Others' thoughts?
