[Babase] Dupe Cenids in DEMOG

Ok, but there is still a difference between that process and the 
validation programs, right?  I think what I'm trying to get at is that 
this sounds great, but I'm assuming that this new checking isn't going 
to replace the various validation programs (in other words, we're going 
to have both checks - the validation programs aren't going to be 
obsolete with the new system).

If that's the case, I don't see what we wouldn't want to update the 
validation program to check for this particular error type.  Won't that 
let us resolve the issue before we try to update faulty data?
