I particularly like her first sentence. The only disconnect I see
in her writing is that she's thinking of how the demography
notes table is currently updated (and will be updated in the future).
The operator never puts in just DEMOG, they always also put in
the corresponding CENSUS row too. The data load program splits
the input rows up and puts things in the right table, checks to
see if there's _already_ a CENSUS for that date and so only needs
to put the DEMOG part in, etc. (This is all to be written down
and documented when the update program is documented. The
current updemog program documentation probably says something
like this. I forget.) I don't think it's bad that the procedure
manual talks in terms of the update program, although the new
system will allow the tables to be updated directly as well.
You're assured that nothing will break if you do update
the tables directly, for instance if you happen to want to
put in a single DEMOG row to add a comment to an existing
CENSUS row.
A glance at the database digaram will help.
