The fastest way is to use the TRUNCATE statement.
I think there's a PPA button. The DELETE statement
will work fine too but is marginally slower
because it does all the consistency checks.

I see you need to be table owner to use TRUNCATE, so you
probably want DELETE.
DELETE FROM tempmins;
DELETE FROM raingauges;
etc.
