[Babase] Dumbo recovering from power failure

Hi Robert,

FYI

You may want to change dumbo's bios settings to allow
for more reliable recovery after power failure.

Right now it's bios is set to "last state", which is
_supposed_ to restart dumbo once power is restored --
if it was already running.  Unfortunately I've seen
cases where the power repeatedly cycles that cause
this to break.  It's probably a bug in the way the
bios works.  This can be a problem even when there's
a UPS, depending on the UPS.  In other words, sometimes
dumbo will be running and won't restart once
problems with the AC power have resolved themselves --
you'll have to physically press the power button like
last night.  This can be annoying; like last night.

If you set the bios to "always on" after power restore
then you won't have to worry and dumbo will always
reboot when (re)plugged in.

(I set it to "last state" so that when you first assembled it
it didn't start to boot before you had everything plugged
together.)
