[Babase] Thoughts on announcements

I haven't checked the people on the lists recently, but it was my 
recollection that at least in our world, Patrick O. was on 
Babaseannounce but not on the mailing list, and Laurence was on the 
mailing list but not announce...so I do both to cover all bases.  It 
would be great if everyone was clear on the purposes of each list and 
always signed up for the right list, but with undergrads coming and 
going each year, I don't think I'm even going to be able to keep track 
of who needs what information with the dbase and whether they got signed 
up in the right place.

I had the same thought that I want to just write "the dbase has been 
update, check the wiki for specifics" but I'm not fluid enough with the 
wiki and the entire update to do everything that smoothly.  The text of 
the new protocol still needs work, so I'll get to the secondary issues 
as I can.
