[Babase] A proposed Babase announcment

Just a followup -- no one else has expressed an opinion and I don't  
want my preferences to totally dictate things, so if anyone else  
cares, this would be a good time to comment. Let's give Jeanne a few  
days, I know she is up to her neck too.
