Yes, tables are secured by default.  There is an extra
step for Leah after she creates a table.  For the solution see:
Example 2.2. Granting permission to table foo in the sandbox schema
which (until I regenerate the documentation anyway) is:

Is this then the most efficient way to create a table for someone else?

1. Create table in Sandbox
2. Change the permissions
3. Have the other person create a table in their schema and insert the 
rows from the sandbox table
