[Babase] Observers table- no null name

The Table was made in pending because we finally got all of this info
pinned down (after a WHOLE lot of hunting and conference calls between
Jeanne Susan and I) and we didn't want to have to do it again. We knew
there were places within some of the data (mostly just samples etc
but...) where observers appear, and that at some point there may be more
data that would need cross-referencing with a table like this. But we
didn't have a way to integrate it into babase, as is the case with all
of the tables in pending, so we just put them up until we had you back
and you had some time to start integrating them.
