Yes, this sounds right.

Specifically, a censored animal is any animal in the database that  
currently has a status of "alive" but a statdate earlier than the most  
recent update.  An alive animal is any animal in the database that  
currently has a status of "alive" and a statdate equal to the most  
recent update. If a previously censored animal reappears, you will  
change their status to alive before proceeding with the update.

Sounds like we are all comfortable with proceeding; next step is talk  
about this at the next babase conference call (Weds 14th at 1 pm).  
Lacey and Niki can you put this on our agenda?
