[Babase] Interpolation checking

Hi Karl,

Sounds good - I can start on it first thing tomorrow if it isn't 
finished until late today.

Regarding your note about those dozen CENSUS rows... makes sense that 
that's a problem.  I did some querying to figure out where the errors 
are.  All are old rows (double checked a version of BaBase from 
January).  Catching them isn't part of the conversion errors?  I 
resolved some similar issues for different dates/individuals - these 
particular ones weren't on the list of mistakes though.  I'm confused as 
to why some were caught and others not.
